The digital divide in America affects education, the economy, and quality of life. About 40% of American adults in homes making less than $30,000 per year have no home broadband services, tablet, laptop, or desktop computer. Nearly 25% of adults have no smartphone, and 27% are smartphone-only internet users.
Resources are out there to improve these numbers. By providing information about existing programs and services, such as the Affordable Connectivity Program, Thrive can connect people and communities across the tri-state to unprecedented levels of federal funding for internet access.
Program Background
The Affordable Connectivity Program (ACP) is managed by the Federal Communications Commission (FCC). It was established by the 2021 Infrastructure Investment and Jobs Act (IIJA), which set aside $14.2 Billion for a ‘longer-term broadband affordability program.’

The Affordable Connectivity Program provides:
Up to $30/month in service provider discounts
A one-time discount up to $100 to purchase a device
Eligibility
You could be eligible for ACP benefits if you:
Are at or below 200% of Federal Poverty Guidelines
Are enrolled in programs like SNAP, Medicaid, Public Housing, SSI, WIC
Participate in free and reduced lunch
Received Federal Pell Grant during the current award year
Meet provider’s existing low-income program criteria
